Detailed Bidder User Manual

Basic Eligibility for Bidders

Financial Capacity 10% Balance of the Amount that the Bidder wants to Bid.
Audit Verification Audited Balance Sheet of Last 3 Years Applicable in Case of Asset Valuation more than 40 Lakhs.
Tax Compliance Income Tax Return of 3 Years.
Digital Signature Class III DSC with Organization Name.
Turnover Documents Pancard, GST Certificate if Turnover more than 20 Lakhs.
MSME UDYAM Adhar in Case of MSME.
Company Documents MOA and AOA in Case of Company.
Partnership Firm Partnership Deed In case of Partnership Firm.
Security Warnings
  • Protect Credentials: DO NOT SHARE your Login ID, Passwords, or Digital Signature Certificate (DSC) with anyone, including Help Desk staff.
  • Avoid Email Links: Never click on links in emails to access IREPS or your bank website. Always type the URL directly into your browser.
  • Check the Lock: Always look for the Padlock symbol in the address bar to verify the security certificate.
  • Logout Properly: Always click "Logout" to end your session; do not simply close the browser window.
Getting Started: Registration

Prerequisites:

  • A valid Class III Digital Signature Certificate (DSC) with the Firm’s Name issued by a licensed Certifying Authority.
  • A computer with Internet connectivity and Internet Explorer (IE 6 or IE 7+).
  • A valid Email ID.
  • A One-Time Refundable Registration Fee of Rs. 10,000.
  • An affidavit duly notarized on stamp paper (format available on the IREPS Auction Home page).

How to Register:

Online Registration: Fill the "New Bidder" form on the IREPS website, sign with your DSC, and pay the fee via the Payment Gateway. You will receive a system-generated ID to take to the nearest depot for activation.

Manual Registration: Approach the nearest depot (addresses available on the website) with the fee, affidavit, request letter, and DSC.

Payments: EMD and Lien

Understanding Your Bidding Limit

Your ability to bid depends on your Total Bidding Limit, which is 10 times the sum of your Standing Earnest Money Deposit (EMD) and Lien Amount.

Bidding Limit = 10 * (Standing EMD + Lien Amount)

Standing EMD: This is money deposited directly into the Railway's account via online payment or manual deposit.

Lien Facility (Recommended): You can integrate your SBI account with IREPS. This allows you to "Mark" (block) funds in your own bank account for bidding purposes without transferring them to Railways immediately.

How to Bid
  1. Find Auction: Use the "View Indian Railways E-Auction Schedule" link to see upcoming auctions.
  2. Enter Catalogue: Open the catalogue and click the "Enter" icon next to the desired lot.
  3. Authentication: Input your Bidding Password.
  4. Place Bid: Click "Enter Rate". A pop-up will appear. Enter your bid amount and click "Submit".
  5. Confirmation: Confirm the rate when prompted. A unique Bid ID will be generated upon success.
